The Community Generation Fund
March 2012: A new fund by a fund management organisation called the FSE Group, has been launched to support communities seeking to develop renewable energy generation infrastructure.
The website for the Community Generation Fund states that the fund “will provide commercial but creative loan funding for communities at the pre-planning (“development”) stage of their projects, as well as the construction (post-planning) stage:
- Development Loans: Contingently-repayable loans for design, environmental and other external costs involved in achieving the required planning and other consents/licenses
- Construction Loans: Long-term loans for equipment, construction & commissioning costs (post planning consent) either stand-alone or alongside bank finance.
The Fund will consider project sizes from 25kWp capacity upwards, subject to assessment of technical viability, financial viability and social impact. The level of project typically is likely to involve total feasibility/pre-planning costs of £20,000-£150,000 maximum (depending on technology and scale) and construction costs of £250,000-£2,000,000 maximum.” The invitation for communities to submit “pre-applications” has a closing date of 16 April 2012.
This fund follows on from the recent announcement by the Co-operative’s Community Energy Challenge which has recently closed (29 February – and has received 123 applications) and also the next round of the energyshare fund (which has a deadline by the end of March for applicants), as well as recent Government-funded community energy grant schemes, CSEP and LEAF.
Update on Brixton Solar Project
1 March 2012: BusinessGreen have provided a short update on Brixton’s Repowering South London solar scheme, stating that the project has “raised £10,000 from investors towards a £75,000 target since launching a share offering earlier this month.” The full article can be read here.

Brixton Energy share offer
February 2012: An exciting initiative for London – community group Repowering South London, has announced a share offer for its first project: Brixton Energy Solar 1. The project will look to install several hundred square metres of solar panels on the roofs of the Loughborough Estate in Brixton.
Funding is to be provided by a £75,000 community share offer, providing a return to investors of up to 3% p.a. Part of the income generated will be reinvested in energy-saving improvements in the local area such as insulation and education on energy efficiency.
The share offer form can be downloaded here. Keep uptodate on news from Brixton Energy by signing up to their Twitter feed.
Lessons from the Community Sustainable Energy Programme (CSEP)
February 2012: BRE are holding a series of events on ‘Lessons from the Community Sustainable Energy Programme (CSEP)’ – not to be confused with CESP!
CSEP provided Big Lottery Funding for community-based energy efficiency and renewable projects (NOTE: the programme closed in 2010 – however very recently a new funding round has opened with a deadline for applications of 29 February 2012).
No specific London workshop took place, however, a session earlier this month at BRE’s HQ includes a detailed (8MB) presentation on CSEP, and also a case study presentation on the Brixton Solar project. Download both here.
New funding available from the BIG Lottery Fund
February 2012: The Community Sustainable Energy Programme (CSEP), an initiative sponsored by the BIG Lottery Fund (BIG), has recently announced that it has opened for one more capital funding round. Applications will be accepted for heat generating technologies and energy efficiency measures only. Deadline for the receipt of completed applications will be 5pm Friday 29 February 2012.
The Community Sustainable Energy Programme has to date awarded £8.5 million – through 11 previous rounds up to the end of 2010 – to community-based organisations for the installation of microgeneration technologies, such as solar panels or biomass boilers and energy efficiency measures including loft and cavity wall insulation. It has provided £1 million for project development grants that has helped community organisations decide if they could benefit from a microgeneration and energy efficiency installation.
Full details of how to apply are posted www.communitysustainable.org.uk.
Community Energy Online Updated
16 February 2012: DECC announced yesterday that it has been revising its Community Energy Portal with updated content on the following web pages:
Transforming the energy market through local energy production
13 February 2012: New ‘Green Paper’ from think-tank ResPublica – Re-energising Our Communities: Transforming the energy market through local energy production – focuses on opportunities for ‘community energy, referring here to the “means of generating and distributing energy that is owned and led by communities, rather than by individuals or private businesses. Community energy vehicles are democratically accountable to community members and participants and may deliver a financial return to investors, or reinvest surplus profits back into the project and wider locality.”
The study makes a number of recommendations including:
- DECC should recognise the need for a co-ordinated support programme for community energy
- DECC, the Cabinet Office and the Treasury should conduct a cross-departmental review to examine the potential for community energy projects
- Through forthcoming changes to local government finance, local authorities may retain a share of uplifts in local business rate income which could in turn be used for community investment
- DECC and DCLG should work together to produce guidance on how the new ‘rights’ within the Localism Act 2011 could be used to support community energy.
Community Energy Master Class – London event
February 2012: Friends of the Earth are to hold a Community Energy Master class stating “If you are considering setting up a renewable energy project in your community, or helping others in your area to set one up, come and meet other people in the same boat. Meet our experts who will take you through the process – from the big ideas to nitty gritty of making it happen. 31st March 2012 St Ethelburga’s, 78 Bishopsgate, London, EC2N 4AG . 9.30am – 4pm.”
Places are free of charge and details on how to book a place are via the following flyer.
London LEAF Winners
7 February 2012: DECC yesterday announced on their Community Energy Online website that 155 community energy projects across the country have won a share of £5.1 million of funding from the Local Energy Assessment Fund (LEAF). The full list of Local Energy Assessment Fund (2nd Round) projects can be downloaded here. Only scant details of the winning projects are provided in the list however zooming on London in DECC’s ‘interactive map showing winning community projects‘ provides further information on the 14 winning projects in London. A summary of this information follows below:

Discover Community Energy
February 2012: A coalition of organisations met with the Secretary of State for Energy to call on Government to support a dramatic increase in the role of community energy. The project website highlights how “Currently, 99% of the country’s electricity is generated by just six companies. The new coalition, which includes some of the best known and trusted national organisations including The Co-operative Group, The National Trust, The National Federation of Women’s Institutes and The Church of England, wants to start a revolution with communities at its heart which will drive a clean, affordable and secure energy system.” Read the Coalition’s Vision for community energy in 2020.
Grassroots green projects ‘are way to low-carbon UK’
1 February 2012: Guardian article highlighting how a ‘Coalition of groups representing 12 million people hails localising of energy generation, but bemoans lack of state support…the coalition wants ministers to come up with new ways to ensure that community energy is prioritised, for instance by letting local people share in the profits from renewable energy projects.’ Read the full piece here.
The Community Energy Challenge
1 February 2012: The Community Energy Challenge is part of The Co-operative’s Clean Energy Revolution campaign and will provide 12-18 months of enterprise development, mentoring, technical advice and community facilitation for six to eight communities, enabling them to initiate co-operative renewable energy projects at a significant scale (e.g. valued at £1m to £3m and/or rated in excess of 500kW). The Community Energy Challenge will operate a competitive bid process. All applications will be carefully evaluated and the final selection made by an expert panel. The deadline for expressions of interest is 29 February 2012.
