£500 grant to put towards a fuel poverty related event

August 2011: As part of their Warm Homes Campaign, National Energy Action (NEA) are offering a £500 grant to put towards an event, open day or comunity activity to be held during between 25 November – 9 December 2011. The award scheme is open to not-for-profit organisations, local authority or other statutory or voluntary agencies who are helping people make their homes warm and healthy. The activity must focus on the work organisations are doing to tackle fuel poverty and to help low-income households achieve affordable warmth. Mayor Announces next phase of RE:NEW

4 August 2011: The Mayor has today announced the next phase of the RE:NEW home energy efficiency programme.  The scheme is to be provided to 55,000 homes in specific areas across the capital between now and May 2012 with homes in parts of Barking and Dagenham, Hackney, Lewisham and Waltham Forest being the first to receive this benefit.

Key points from the press release are as follows:

  • RE:NEW is funded by the Mayor and all 32 London boroughs have signed as partners in the scheme, which is being delivered in partnership with London Councils and the Energy Saving Trust. Barking & Dagenham, Hackney and Waltham Forest, with appointed contractor, London Warm Zone, and Lewisham with appointed contractor, Osborne Energy, are the first to roll out RE:NEW. The focus in these areas will be on providing energy monitors and stand by switches.
  • The RE:NEW offer involves a full home energy survey carried out by a qualified home energy advisor, which takes roughly 90 minutes to do. Residents will then get a tailor-made energy saving report once the visit is complete and have a range of free energy saving measures installed.
  • At the same time as improving energy efficiency, RE:NEW aims to reduce fuel poverty in London and each household will be offered a benefits check to ensure residents are claiming all of the benefits and grants they are entitled to.
  • RE:NEW is not an ‘on-demand’ service and is being delivered on an area by area basis because trials showed this approach resulted in more cost-effective and higher take up, helping to ensure that the city’s ambitious targets can be met. It has been designed to be as easy as possible for residents.
  • The aim is to attain the funding to expand the programme to 200,000 homes by the end of 2012 and 1.2 million homes by 2015. This will be subject to additional funding being secured principally through the Government’s ‘Green Deal’.

London housing makes reducing fuel poverty a challenge

22 June 2011: The London Assembly’s Health and Public Services Committee conducted an oral evidence session today into their inquiry on the causes and effect of fuel poverty in London. The Committee heard that insulating homes is particularly challenging in London because properties tend to be older, with solid walls and are often divided into flats. The Mayor’s current energy efficiency RE:NEW programme is helping boroughs address fuel poverty, but its funding ends next year. Indices of Deprivation 2010 – A London Perspective

June 2011: Greater London Authority briefing on the key findings for London from the CLG Indices of Deprivation 2010 (ID2010), the Government’s primary measure of deprivation for small areas in England. The most deprived areas within London are concentrated to the north and east of the City, from Newham to Islington and from Tower Hamlets north to Enfield and Waltham Forest. Over 26 per cent of London falls within the most deprived 20 per cent of England.

Is there a “heat or eat” trade-off in the UK?

8 June 2011Institute for Fiscal Studies (IFS) research presents detailed household level expenditure data from older households merged with historical local weather information. The report looks to test “whether there is a  a heat or eat trade off: do households cut back on food spending to finance the additional cost of keeping warm during cold shocks? We find evidence that the poorest of older households are unable to smooth spending over the worst temperature shocks.”

Missing the Mark – consumers, energy bill, annual statements and behaviour change

Consumer Focus7 June 2011: A new report from the Consumer Focus entitled ‘Missing the Mark – consumers, energy bill, annual statements and behaviour change’ (see bottom of page for link). This looks at the role of information on consumers’ bills and annual statements and the potential this has to help consumers. The research identifies a number of limitations in the effectiveness of this information in nudging behavioural change in consumers.

Can fuel poverty in London be eradicated by 2016?

18 May 2011: Fuel poverty affects almost a quarter of London households and is thought to be responsible for around 2,100 premature deaths a year. Is the capital on track to meet the Government’s target of eradicating the problem by 2016? What more can the Mayor and energy companies do to help? The London Assembly Health and Public Services Committee today launches a new investigation into the cost of energy and the role that suppliers and the Mayor can play in helping to reduce fuel poverty in the capital.

CESP Annual Report

12 May 2011: Ofgem today published details on the progress of the Community Energy Saving Programme (CESP) over the year 2010. CESP requires that energy saving actions are delivered in geographical areas selected using the Income Domain of the Indices of Multiple Deprivation (IMD). Only superficial regional information is supplied, however measures deployed in London include insulation, improvement in heating systems and the use of district heating. The report also notes that “Of the schemes submitted to date, the estimated CO2 savings in London and Scotland are notably lower than might be expected from the number of eligible LSOAs (Lower Super Output Areas) in each region.”

Green Deal and Vulnerable and Low Income Households

4 May 2011: The Energy Efficiency Partnership for Homes and DECC held a workshop to discuss the potential implications of the Green Deal for people considered to be vulnerable and/or on low incomes. The workshop was staged to inform how this detail of the Green Deal mechanism might work. Islington Housing Scheme Wins Environmental Award

13 April 2011: Islington Council has become the winner of a national award for the second year in a row in recognition of their work to help reduce the carbon footprint and energy costs of fuel poor households in the area. The project, IssyClad, is the largest internal solid wall insulation programme carried out in the UK.  Read more on National Energy Action’s website.
