London Loses out on Renewable Heat Grants (Part 2)

17 November 2011: DECC announced today “The 24 successful applicants [who] will receive up to £175,000 to install green heating systems such as biomass boilers, solar hot water panels and heat pumps in the homes of tenants. Successful bidders included projects across the whole of Great Britain…” except in London. This is because – as highlighted in a previous post – the Renewable Heat Premium Payments are directed to households not on the gas grid.

Guide to Funding Low Carbon Projects for Local Authorities

18 October 2o11: New Energy Saving Trust (EST) guide outlining different sources of funding to support the development of low carbon activities, specifically energy efficiency and renewable energy retrofit measures for council-owned buildings and for the wider housing stock of all tenures, and for district energy/combined heat and power schemes.

LEEF Drop In Session

October 2011: The London Energy Efficiency Fund (LEEF) is holding a drop in session at the offices of Arup (8 Fitzroy Street, London W1T 4BJ) between 12-4pm on 9 November where potential projects can meet the team for an informal session. A LEEF pre-application spreadsheet has also been posted online which will help start the process to determine whether a project is eligible for LEEF and to provide any indicative funding terms. The spreadsheet also lists a number of the energy solutions that are applicable for funding, including energy metering systems, efficient lighting installations, insulation, and also decentralised energy systems such as biomass boilers, CHP and photovoltaics.

Pitch Pledge for Energise Barnet!

6 October 2011: A London community energy project has been selected to put forward its proposals to an innovative new fund raising experiment for low carbon schemes. Launched by carbon campaign 10:10, Pitch Pledge Party is aimed to link 10:10 participants with donors looking to support practical carbon-cutting ideas.

Out of the many projects submitted to 10:10, Energise Barnet is one of only three schemes which will be pitching at Party, which is to be held at The Guardian’s offices on Monday 10 October. LEEF Launch Event

October 2011: The launch of the London Energy Efficiency Fund (LEEF) took place on Monday 3 October to a packed audience where detail was provided of how a wide range of public sector bodies could apply to the £100m fund to invest in energy-saving measures. The presentations made at the event by fund manager Amber Infrastructure; RBS who are providing £50m of support funding; technical advisors Arup and also the GLA, are all available on the following document (1.1MB PDF). Proposal for new Low Carbon Capital Workstreams

October 2011: A series of papers presented to the GLA Investment and Performance Board to seek approval for the Stage 2 Investment Decision to deliver three new Low Carbon Capital Programme work streams at a total cost of £360,000.

The paper – Low Carbon Capital Stage 2 –  sets out that:

“The Low Carbon Capital Programme seeks to build on the previous Low Carbon Capital work carried out by Ernst and Young for LDA [see previous posts here and here for further information] by carrying out three enabling projects that would lead to reductions in London’s CO2 emissions through energy efficiency and decentralised energy measures with an investment potential of up to £9.1bn:

i. Heat Map+: Creating green investment opportunities, job and skills. This work stream will generate a pipeline of decentralised energy (DE) and public sector retrofitting investment opportunities (RE:FIT) through the further development of the existing GLA Heat Map.

ii. Smart City – Intelligent Energy Integration: Public sector driving low carbon solutions and demonstrators. 70% of the world’s population will be living in cities by 2050 with growing pressure on resources. Cities haveto become increasingly efficient and self-sufficient in energy. This project will specify how London’s energy infrastructure and consumers can intelligently adapt to changing demands to deliver environmental benefits and lower energy costs.

iii. Green Deal – London implementation: Making London’s size count by developing delivery models for use in London. London has over 3.2 million homes, a large-scale market opportunity, and Green Deal and the Energy Company Obligation represent the main mechanisms for retrofitting its existing housing stock. This project will identify the most appropriate role for the public sector to play and then develop and test delivery models that will maximise retrofitting activity in London whilst creating economic opportunities for London’s businesses throughout the supply chain.”

Latest funding details on RE:NEW and RE:CONNECT

8 September 2011: Details have just been released by the GLA of the funding to two key Mayoral low carbon activities, RE:NEW (improving the energy efficiency of homes) and RE:CONNECT (supporting the roll out of 10 Low Carbon Zones in London). Also recently released are details of the ODA funding to the GLA to roll-out  retrofit projects RE:NEW and RE:FIT across the Olympic boroughs. This is to compensate for shortfall in CO2 emissions as a result of the key renewable feature of the Olympics – a wind turbine – failing to go ahead. The ODA are hence allowing funding of £1.7m to retrofit homes and schools within the host boroughs of Hackney, Newham, Tower Hamlets, and Waltham Forest. The primary objective of the project is to deliver 1,300 tonnes of CO2 savings per annum through energy efficiency measures persisting for a lifetime of 10 years.

Updated list of LDA Climate and Energy projects

September 2011: Papers from a recent LDA Board Meeting include a Mayoral approval note (Public Item 03.5.7 – Appendix 7 Climate Change Mayoral Direction) providing detail on the transfer of LDA climate and energy projects over to the Greater London Authority (the LDA is expected to be abolished on 1 April 2012). Included in the note is a useful funding breakdown of the total £3.795m budget of seven current programmes (Low Carbon Zones, RE:FIT, RE:NEW, Decentralised Energy Masterplanning, Better Building Partnership, London Low Carbon Capital and the Centre for Low Carbon Technology).
