Evaluating RE:CONNECT

February 2012: Paper presented at the most recent GLA Investment and Performance Board evaluating the progress of the Mayor’s RE:CONNECT programme which established 10 ‘Low Carbon Zones’ across London.

The ten zones are in: Barking Town Centre (LBBD), Muswell Hill (Haringey),Archway (Islington), Brixton (Lambeth), Lewisham Town Centre (Lewisham), WandleValley (Merton), Ham & Petersham (Richmond), Peckham (Southwark), Hackbridge(Sutton), Queens Park (Westminster). The largest zone is in Archway with around 3,000 buildings; the smallest is in Hackbridge with around 300 buildings.

The programme is essentially a series of local scale demonstration projects that seek to deliver a 20% CO2 saving across the buildingsin a neighbourhood over a three year period (September 2009 – September 2012) and to provide an understanding of the factors that are required to deliver high coverage of energy efficiency measures and more efficient energy usage at a local scale.

20% off home energy assessments in Haringey

January 2012: VICTERI (Victorian Terrace Energy Reduction Initiative), a local not-for-profit organisation, is offering a 20% discount on home energy assessments to the first 12 Haringey residents to sign up. The home assessment will provide home owners with:

  • Advice on how to cut high fuel bills
  • Remedies for draughts and cold rooms
  • Assessment of suitability for solar electricity and solar hot water panels
  • A report with recommendations for action, including approximate costs

Introducing a ‘junior electricity supply licence’ for boroughs

January 2012: The GLA have approved to fund a project to explore opportunities to introduce a junior electricity supply licensing system for smaller electricity generators, thus enabling London boroughs and their energy services companies to supply electricity they generate retail to their housing tenants and others. Further details on work to be commissioned here. This work will follow on from analysis already undertaken for Haringey – looking at how the council could have greater flexibility in relation to selling electricity from local CHP plants.

Low Carbon Loan Launch

December 2011: Haringey Council will launch the Muswell Hill Low Carbon Loan at on Saturday 3 December 2011. The Low Carbon Loan scheme offer homeowners in the Muswell Hill Low Carbon Zone low interest loans, repayable over 10 – 25 years, to install larger energy saving measures or even a whole house retrofit.

Applicants will receive a free in depth Energy Audit and Retrofit Plan until the end of March 2012. Further information here.

Haringey DE and retrofit studies

December 2011: As part of the work undertaken for the EST Local Carbon Framework’s pilot, Haringey – one of the 9 pilot areas (the only one in London however) – has developed five areas of study of interest to the borough looking at:

  1. Housing retrofit potential in North London – a detailed report for which can be downloaded here .
  2. Solar Power on Council buildings the outputs of which include:
  3. Green enterprise in the Upper Lee Valley – which produced the Upper Lee Valley low carbon economy report (PDF 6.2MB)
  4. Selling electricity from Combined Heat and Power Schemes – which looks at Haringey potentially acquiring a “Lite Supply Licence” which would allow a district heating operator to sell electricity at retail rates to consumers with fewer risks and complexities (report here)
  5. Producing guidance for Decentralised Energy Schemes – the purpose of which was to gain an understanding of the potential for district heating networks in the borough based on heat loads and likely capital costs and cash flows, and set up organisational structures to oversee a strategic approach to delivering DE networks.

Local Carbon Frameworks Evaluation Published

December 2011: An EST led pilot programme for DECC “…the Local Carbon Framework (LCF) pilots programme has sought to develop demonstrable lessons about how councils can integrate measures to combat climate change into their core business. These lessons also provide a practical basis for the development of a new Council Framework for Climate Change. This Framework will seek to act as a local action plan on delivering carbon emissions, encapsulating the varying portfolios of carbon reduction measures relevant to individual or grouped councils.”

Upper Lee Valley Low Carbon Economy

November 2011: The North London Strategic Alliance – made up of the Enfield, Haringey, Waltham Forest – have together with the GLA commissioned a study looking at the Upper Lee Valley – identified in the London Plan as the capital’s largest Opportunity Area – to “understand the current low carbon economy and potential for green growth, together with clear, strategic actions to support that economic expansion.” The report ‘Upper Lee Valley Low Carbon Economy: Opportunities, Barriers & Interventions’, produced by GVA Grimley, was published earlier this year and is downloadable here.

London smart meter trial launched

18 November 2011: As part of the ‘Low Carbon London’ project, 5,000 smart meters are to be installed in homes and businesses across London.  EDF Energy customers in the pilot zones, Lewisham, Perry Vale, Canning Town, Archway, Barking, Muswell Hill and Peckham, are being offered the first 500 smart meters, extending to EDF Energy customers in the ten low carbon zones and the Green Enterprise District later next year. Achieving borough-wide community involvement to reduce carbon emissions in Haringey

November 2011: Haringey are organising two workshops providing an opportunity for residents to input into an Action Plan for the borough to reduce carbon emissions in Haringey by 40% by 2020. These are to be held at the Civic Centre (Council Chamber) on the 15 November between 4pm – 7pm.

Three schemes bid to generate heat and power from North London’s waste

October 2011: Three bids have been submitted to the North London Waste Authority (NLWA) to generate energy from the 300,000 tonnes of solid recovered fuel (SRF)  created from the 500,000 to 600,000 tonnes of North London’s waste that cannot be recycled  or composted.
The NWLA is a statutory waste authority managing the disposal of municipal waste from seven London local authorities (Barnet, Camden, Enfield, Islington, Hackney, Haringey and Waltham Forest) and this procurement is one of two that NLWA is running to provide a “long term and sustainable waste management solution for North London”.  A separate procurement is being run that will involve recycling or composting half of North London’s waste, producing the fuel and minimising the landfilling of municipal waste.
The contract for the use of SRF will be available from 2015 for up to 25 years and the NLWA states that it “is striving to achieve the most efficient form of energy recovery. This could be with the fuel being used in a Combined Heat and Power (‘CHP’) plant, located close to where the energy demand is.”
The NWLA have provided updated details of the three bids, all of which utilise CHP technology  on the following news release.

  • Covanta Energy project is the only one based in London and is proposing a Combined Heat and Power plant at the Tate & Lyle sugar refinery site at Silvertown, East London. The Covanta proposal involves the transport by barge of SRF from Edmonton to Silvertown and this will support the further development of London rivers for freight transport use. Covanta will shortly begin consultations with the local community and relevant authorities ahead of a planning application in mid 2012.
  • E.ON/Wheelabrator Technologies is proposing a CHP plant at DS Smith Paper’s site at Kemsley Mill, Sittingbourne, Kent.
  • Veolia Environmental Services (UK) wants a CHP enabled power plant at an existing industrial site in Hoddesdon, Hertfordshire.

The winning proposal will be selected from one of the three shortlisted candidates during the next 12 months using an evaluation framework that focuses on the quality and cost of the solution.

London Power Tunnels Project

September 2011: National Grid report that their “flagship London Power Tunnels project has reached a major landmark with the arrival of a massive Tunnel Boring Machine (TBM) named Cleopatra…the device will this week be lowered into a pre-prepared tunnel shaft at National Grid’s site in Eade Road, Haringey. ” The TBM will start digging the 4 metre diameter St John’s Wood  Tunnel – a distance of 8km –  at a rate of approximately 120 metres per week.
The London Power Tunnels Project involves constructing tunnels deep below ground to carry new high voltage electricity transmission cables (400kV) to supply electricity to London connecting National Grid’s existing substations at Wimbledon, St John’s Wood, Willesden and Hackney. Tunnelling Journal reports that “The tunnel will be lined using a Buchan 6 plate trapezoidal gasketed and bolted ring, each 1.3m long, with muck removed via wagons and from the shaft by High Angle Conveyor” in case you wanted to know.
