Simple energy efficiency measures can save around £322 a year
July 2011: Centrica has just published some work they commissioned earlier this year from the Centre for Economics and Business Research (Cebr), which conducted the largest ever independent analysis of natural gas use in British homes based on 40 million meter readings . The report found that customers who adopted a range of simple measures saved on average £322 each year, and saw a 44 per cent fall in their gas use between 2006 and 2010. The research is presented regionally (hence specific London conclusions presented) and some of the outputs include:
- British Gas has a lower proportion of customers in London than other parts of the country
- Appendix E provides British Gas customers average domestic natural gas consumption by postcode in London
- An indication of potential cost savings that can be achieved in London and elsewhere by the adoption of energy efficiency solutions.

12 July 2011: Amongst the myriad new market instruments proposed in today’s Planning Our Electric Future White Paper, most of which are targeted at larger scale generation plant, the Government does briefly turn to look at the opportunities from smaller decentralised (termed as distributed generation in the paper) generating plant. The White Paper states: “Used in the right ways and as part of an evidence-based approach to energy planning, distributed energy technologies have the potential to complement both each other and the wider centralised energy system. They can also be an important tool in engaging consumers in their energy use. In particular, we recognise that integrated, local-level distributed energy systems could be an important step towards a more coordinated approach that includes, for example, transport and waste.”
However, no specific proposals are put forward by Government to support smaller decentralised energy projects – the White Paper just goes on to say that “our proposals have been developed with consideration of all scales of generation. These include the following… both types of Feed-in Tariff (FiT) and the Capacity Mechanism will encourage distributed generation in different ways .”
The ‘Feed-in Tariff with Contract for Difference (FiT CfD)’ – as it’s more fully called – will offer long term power price contracts to generators, reducing the risks associated with market price volatility, and hence help stimulate investment in the development of new generation plant.
The Capacity Mechanism will effectively pay generators to be on standby to help ensure that there is a sufficient margin of generation capacity on the electricity system, hence providing additional stability and guarding against power blackouts. These capacity payments are being introduced as a result of concerns over the numbers of power stations being closed down over the next decade (around one third of UK generation plant – mostly aging coal and nuclear) and also due to the increased levels of intermittent generation being added to the network, predominantly wind power.
It is not clear as yet how the particular challenges faced by smaller decentralised energy schemes will be taken into account as all of the work done in the White Paper relates to larger centralised generating schemes. Though references are made in the White Paper to community-based schemes coming forward, no guidance has been provided on how Government will support such activities. The Government has left the resolution of these issues to be worked out by a new ‘Government Industry Contact Group on Distributed Energy’ to be convened later this year. The group is to “be chaired by Ministers, and will involve a small number of key industry representatives ” which seems to suggest that local authority representatives, key players in supporting the growth of such systems, will not be included on the group…

Survey of carbon reduction targets of councils in England
June 2011: Research by Friends of the Earth (FOE) has shown that most councils in England have not set themselves targets for cutting the CO2 emissions from their local areas. The survey found that just 28% of councils in England have a medium-term target to reduce CO2 emissions in their area.
Indices of Deprivation 2010 – A London Perspective
June 2011: Greater London Authority briefing on the key findings for London from the CLG Indices of Deprivation 2010 (ID2010), the Government’s primary measure of deprivation for small areas in England. The most deprived areas within London are concentrated to the north and east of the City, from Newham to Islington and from Tower Hamlets north to Enfield and Waltham Forest. Over 26 per cent of London falls within the most deprived 20 per cent of England.
Sustainable cities – A vision of our future landscape
31 May 2011:”Cities are crucial to global sustainability. Implementing isolated initiatives which ‘reinvent the wheel’ and fail to draw on the full spectrum of skills and resources available is wasteful of resources. New resource pack helps communities deliver energy projects
28 April 2011: The Centre for Sustainable Energy (CSE) PlanLoCaL resource pack is now available. PlanLoCaL is a three-year CSE project which aims to help communities engage positively with their local planning system and contribute to a low-carbon future. Designed for campaigners and local volunteers who want to set up a renewable energy project within their communities, the resource pack contains information necessary for getting a project off the ground. Further information is available at the PlanLoCaL website. The pack also contains two DVDs which feature a series of short films on subjects such as:
- Introducing different renewable technologies
- Helping decide which technology is best for you
- Case studies about various projects
- A rough guide to managing a project
- Consulting with the community
- Helping your group become legally recognised
- Dealing with the planning system
- Looking at ways to fund your project
- The future and re-investing your profits

The Health Costs of Cold Dwellings
7 April 2011: Caring for people made ill by living in cold rented homes costs the NHS £145 million a year, reveals new research launched by Friends of the Earth today. The analysis – The Health Costs of Cold Dwellings – carried out for the Chartered Institute for Environmental Health, found that 655,800 homes in England rented from a landlord or letting agency are so cold they are officially a health hazard, with a bottom-of-the-scale energy efficiency rating of F or G. A regional breakdown of the modelling is provided and suggests that some 82,000 dwellings in private rented dwellings in London are associated with excess cold. The estimated costs to the NHS of not treating these dwellings in London is just under £19m.

Identifying sustainable energy options for your area
15 February 2011: Local authorities are exploring opportunities and starting energy generation projects across the UK. With the right to sell electricity and set up energy companies, local authorities can earn money through financial incentives such as the feed-in tariffs and the renewable heat incentive. Renewable energy is an investment opportunity for local government. This Local Government Group publication highlights examples of councils and communities that are leading on energy generation. It explains what they did to start and fund energy projects and the benefits these projects have brought to their area and includes examples from Tower Hamlets, Islington and the City of London.
