Mayor’s responses to London Assembly energy and climate change questions
23 February 2011: Questions included Renewable Energy use by London Underground; police stations retrofitted under the Mayor’s RE:FIT programme; comment on the Mayor’s RE:NEW programme; why some lights can’t be switched off easily at tube stations; and funding of the Mayor’s electric vehicle programme.

London Climate Change Partnership news
10 February 2011: The GLA has acted as the accountable body for the London Climate Change Partnership (LCCP) since 2001. The LCCP Steering Group voted for the Environment Agency to provide the accountable body role for the LCCP from 01 April 2010. The formal approval document has now been signed by the Mayor to support this move. Read more here
London Plan- Monitoring Energy and Carbon
7 February 2011: The London Plan Annual Monitoring Report has been published which provides information on two key per performance indicators of interest:
KPI 22: Reduction in CO2 emissions – which sets out a useful table showing a time series of sectoral emissions in London from 1990 to 2008, however, in relation to newer data the AMR states “No new data are available since the last AMR was published, with the most recent measurement of London’s CO2 emissions being the 2008 London Energy and Greenhouse Gas Inventory (LEGGI). It is anticipated that data on carbon dioxide emissions will in the future be published annually, but two years in arrears given the analysis required. Information for assessing the 2010 benchmark will therefore only be available in 2012.”
KPI 23: Increase in energy generated from renewable sources – the AMR states that “No new data have been collected in the last two years” but “The GLA has commissioned a new study that will investigate the potential for renewable energy and
also provide updated figures on the amount of current generation in London (the ‘London Renewable and Decentralised Energy Potential Study’).”

Carbon focus of London waste plans scrutinised
27 January 2011: The Mayor’s plans to introduce a new waste-based CO2 Emissions Performance Standard (EPS) for London boroughs, as set out in the draft of the October 2010 Municipal Waste Management Strategy for London, was debated at a recent conference in London. Mayor’s responses to London Assembly energy and climate change questions
26 January 2011: Questions included funding of the Mayor’s electric vehicle programme; comment by the Mayor on the removal by government of national indicator targets; building energy efficiency standards; funding of the Mayor’s Low Carbon Zone programme; funding of the Mayor’s climate change funding programmes; and Southwark’s Decent Homes programme.

Mayor’s Draft Municipal Waste Strategy
15 October 2010: Public Consultation version of the strategy which includes proposals for an innovative new carbon standard for waste management.
Mayor’s Draft Climate Change Mitigation and Energy Strategy’
14 October 2010: Public Consultation version and accompanying papers for the Mayor’s draft statutory energy and climate strategy for London. Consultation has a deadline for responses of 11 January 2011.
Green Expectations: London jobless set to benefit from environmental initiatives
13 September 2010: Green Expectations sets out London’s low carbon job prospects from 2008/09 to 2012/13. The report’s key findings include:
- Job Growth in London’s low carbon sector, particularly in renewable energy, is forecast to exceed all other sectors in the next two years.
- In 2008/09 approximately 100,000 people were employed in the low carbon sector in London, and by 2013 18,000 new jobs will be created.
- An estimated 2,200 of these net new jobs in the low carbon sector will be accessible to workless or low-skilled Londoners.
- The current skills profile of the sector is characterised by high skills with more than one in two employees having a degree. However, a quarter of all jobs in the sector currently require skills at Level 2 and below.
Havering Home Energy Efficiency Programme report
July 2010: A report on the Havering Homes Energy Efficiency Programme demonstration scheme – funded under the Mayor’s RENEW scheme – which was co-ordinated by the East London Renewal Partnership (ELRP) and delivered by LondonWarm Zone (LWZ).

Low Carbon Skills for London’
June 2010: LDA commissioned research focused on those sub-sectors that are related to the carbon reduction programme and LDA intervention. These sub-sectors generate a sales turnover of £13.5 billion, and employ around 100,000 employees. The largest of these sub-sectors sectors are the geothermal and wind energy sub-sectors. Sectors showing the greatest levels of growth are photovoltaic, wind and building technology.
Consensus view forecasts up to 2013 show that the low carbon sector as a whole is expected to grow at above average trend2. Wind energy is expected to grow at around 5% per annum; photovoltaic and biomass at over 4% per annum and recovery and recycling and waste management growing at between 2- 3% per annum. Applying these levels of growth to current employment levels suggest that London’s low carbon sector would need a further 18,000 employees by 2013. This would take employment in the sector to around 120,000 employees by 2013
The Low Carbon Capital – Narrative and Action Plan
