Low Carbon London
July 2011: Executive Summary of UK Power Networks (London’s electricity distribution network operator) Low Carbon London bid to the second round of Ofgem’s £500m Low Carbon Networks Fund. Doesn’t reveal a lot – the bid is very ‘techy’ as can be seen from the early submission to Ofgem in November 2010, but parts of the proposal are covered in story below.

Energy Demand Research Project – Community Trials
June 2011: Final analysis of Ofgem/DECC major Energy Demand Research Project (EDRP) has just been published. EDRP was a behaviour change trial designed to help better understand how domestic consumers react to improved information about their energy consumption over the long term. The project involved over 60,000 households, including 18,000 with smart meters. Measures were generally applied at household level but one supplier (SSE) also tested action at community level (none of which were unfortunately in London – the results of these community trials are detailed in Appendix D of the report).
The results are too detailed to summarise here- but the 10 page Exec summary makes interesting reading.
Renewable Heat Incentive Guidance
24 June 2011: Back in March, DECC announced details on the launch of the Renewable Heat Incentive (RHI). Some of the key points of the announcement included:
- The regulations to introduce the RHI are currently going through Parliament and are anticipated to be approved by summer 2011
- The RHI would then be introduced “shortly thereafter” (anticipated 30 September 2011)
- The scheme will be introduced in two phases with non-domestic sectors targeted first – that is larger heat users in the industrial, business and public sectors. Tariffs for the various technologies within this phase (ie non-domestic scale projects) were announced in DECC’s March RHI press release.
- Household sector support through the RHI would be introduced in October 2012, to tie in with the launch of the Green Deal however…
- …In the meantime, up to 25,000 household installations will be supported by a £15m “RHI Premium Payment” to help people cover the purchase price of green heating systems and help encourage take-up of renewable heat technologies
- The likely levels of support (set out in the DECC press release) for the RHI Premium Payments were: Solar Thermal – £300/unit; Air Source Heat Pumps – £850/unit; Biomass boilers – £950/unit and Ground Source Heat Pumps – £1250/unit
- Details of the Premium Payment were originally said to have been issued in May, for a July 2011 start, but as yet no information has appeared (the Ofgem paper released today – more of which below – simply says “Further information on the Renewable Heat Premium Payment will be available later in the year from DECC.”
- Regulations around the October 2012 domestic/household phase of the RHI will be consulted upon next year.

Ofgem, who will administer the scheme, have today launched a detailed (two volume…) consultation on the eligibility criteria for installations wishing to apply for the RHI, including requirements such as the regular submission of heat data, meter readings and fuel data for certain bioenergy installations.

London FIT statistics
23 June 2011: Ofgem have produced a summary set of statistics on the first year of the Feed in Tariffs (FITs). The newsletter highlights regional differences in the take up of the FITs, and shows that London has the second lowest level of installed capacity of renewable energy, and also the second lowest level of registered installations, across the UK.
London project competing into Ofgem’s Low Carbon Network Fund
24 May 2011: Ofgem announces that six innovative projects are eligible to compete for a share of £64 million, in the second year of the £500 million Low Carbon Networks Fund. Included is a London-based project by local distribution operator, UK Power Networks. The ‘Flexible Plug and Play‘ project will explore how to convert an existing network to connect more renewable generation.
Renewables Obligation: Guidance for generators
May 2011: Useful Ofgem overview of the generating technologies eligible under the Renewables Obligation (RO) scheme. Explains how generators become accredited and sets out the information required from generators in order to issue ROCs.
CESP Annual Report
12 May 2011: Ofgem today published details on the progress of the Community Energy Saving Programme (CESP) over the year 2010. CESP requires that energy saving actions are delivered in geographical areas selected using the Income Domain of the Indices of Multiple Deprivation (IMD). Only superficial regional information is supplied, however measures deployed in London include insulation, improvement in heating systems and the use of district heating. The report also notes that “Of the schemes submitted to date, the estimated CO2 savings in London and Scotland are notably lower than might be expected from the number of eligible LSOAs (Lower Super Output Areas) in each region.”
FIT installation data
1 April 2011: Ofgem have just issued their second quarterly report (see 1 February 2011 newsstory in relation to the first release) on the installation of Feed in Tariff (FIT) accredited generators. Since the last report, a further 10,000 installations have been added – bringing the total number of sites data is reported on to 30,000 installations. Using Ofgem’s data AEA Technology have set up a website allowing aggregate FIT installation data to be identified by region and borough and technologies employed. For more detail go to the AEA Microgeneration Index.

31 March 2011: Useful fact sheet released from Ofgem on the smart metering implementation programme which will involve more than 50 million new meters being installed in 30 million homes and businesses over a seven year period.
FIT installation report
1 February 2011: Ofgem have just issued the first of what will be quarterly reports on the installation of Feed in Tariff (FIT) accredited generators. This report and spreadsheet provides detail on close to 20,000 installations accredited over the period April 2010 (when the FIT regime started) to December 2010. The spreadsheet provides geographical information) (but will need a bit of work to pull out the London numbers only).
