Bexley gives go ahead to large solar project
10 June 2011: News report from solarportal.co.uk that “the Business Academy Bexley has been given the green light for the installation of a 558.6kW system that will generate around 45% of the electricity used by the Academy, cutting an estimated £46,790 off its annual £104,700 electricity bill and reducing its carbon footprint by 457 tonnes a year. The unanimous decision by Bexley Council’s Planning Committee on 9 June followed its planning officer’s recommendation. Work on installing the solar farm, which will cover an area nearly three times the size of the football pitch at Wembley Stadium, is expected to start within days and to be completed by the end of July, meaning it will beat the upcoming feed-in tariff cuts.” Full details on the scheme are set out in developers application to the Council and Bexley’s report to the Planning Committee (report item 7a) .

London councillors asked to ‘plan local’
2 June 2011: Organised by the Centre for Sustainable Energy (CSE) in partnership with Urban Forum, an event was held for London councillors to learn more about different renewable technologies and how they could support their communities in developing locally owned renewable energy projects – and therefore generate local energy and income streams. Further information on the workshop and how to run a similar event locally available here.
New resource pack helps communities deliver energy projects
28 April 2011: The Centre for Sustainable Energy (CSE) PlanLoCaL resource pack is now available. PlanLoCaL is a three-year CSE project which aims to help communities engage positively with their local planning system and contribute to a low-carbon future. Designed for campaigners and local volunteers who want to set up a renewable energy project within their communities, the resource pack contains information necessary for getting a project off the ground. Further information is available at the PlanLoCaL website. The pack also contains two DVDs which feature a series of short films on subjects such as:
- Introducing different renewable technologies
- Helping decide which technology is best for you
- Case studies about various projects
- A rough guide to managing a project
- Consulting with the community
- Helping your group become legally recognised
- Dealing with the planning system
- Looking at ways to fund your project
- The future and re-investing your profits

Energy strategy for White City OAPF
8 April 2011: The GLA and Hammersmith and Fulham council have issued a consultation on the White City Opportunity Area Planning Framework (OAPF). Included within the framework documentation, chapter 8 of the main OAPF document summarises energy issues and potential energy mitigation options that could be taken. A technical appendix (TA9) to the report goes into further detail on energy and should be available to download from the LBHF website.
Hackbridge ‘Green Neighbourhood
6 April 2011: Plans to give a £150 million make-over to a “neglected corner” of the borough have been revealed. Eight hectares of land opposite Hackbridge Rail Station in Croydon could be flattened to make way for the multi-million pound “green neighbourhood” to include 775 new homes, a 4,000 square metre superstore, around 2,000 square metres of other shops and 6,000 square metres of office space. London Plan- Monitoring Energy and Carbon
7 February 2011: The London Plan Annual Monitoring Report has been published which provides information on two key per performance indicators of interest:
KPI 22: Reduction in CO2 emissions – which sets out a useful table showing a time series of sectoral emissions in London from 1990 to 2008, however, in relation to newer data the AMR states “No new data are available since the last AMR was published, with the most recent measurement of London’s CO2 emissions being the 2008 London Energy and Greenhouse Gas Inventory (LEGGI). It is anticipated that data on carbon dioxide emissions will in the future be published annually, but two years in arrears given the analysis required. Information for assessing the 2010 benchmark will therefore only be available in 2012.”
KPI 23: Increase in energy generated from renewable sources – the AMR states that “No new data have been collected in the last two years” but “The GLA has commissioned a new study that will investigate the potential for renewable energy and
also provide updated figures on the amount of current generation in London (the ‘London Renewable and Decentralised Energy Potential Study’).”

Planning for Climate Change Guidance for LAs
November 2010: The Town and Country Planning Association (TCPA) along with a long list of supporting organisations have issued guidance and model policies for local authorities who wish to advance policies to tackle climate change. It draws explicitly on the Government’s draft Planning Policy Statement (PPS) on climate and energy, Consultation on a Planning Policy Statement: Planning for a Low Carbon Future in a Changing Climate, published in March 2010, and it “seeks to reflect the wide-ranging consensus which that document commanded.”
Community energy: planning, development and delivery
November 2010: CHPA, TCPA and LDA Design guide around practical guidance on bringing forward community energy projects. It is aimed at everyone from community groups and local authorities, through to professionals and developers.
GLA Guidance on Planning Energy Assessments
1 October 2010: The GLA’s Guidance on Planning Energy Assessments provides detail on addressing the London Plan’s energy hierarchy through the provision of an energy assessment to accompany strategic planning applications. The purpose of an energy assessment is to demonstrate that climate change mitigation measures are integral to the scheme’s design and evolution, and that they are appropriate to the context of the development.
Towards zero carbon development in Ealing
September 2010: Towards zero carbon development in Ealing: Energy Evidence Base. This report establishes the rationale and viability of carbon emission saving targets in the borough and examines measures to promote sustainable design and construction.
Working jointly with the GLA and LDA, the council are also assessing the feasibility of decentralised energy networks within the borough. Phase 1 of this project was completed in May 2010 and encompasses a heat mapping exercise (post at the above link).
